CDBG-DR basics for responders

Community Development Block Grant – Disaster Recovery is one of the biggest sources of recovery work in the country — and it runs on solicitations your firm can win.

What CDBG-DR is

CDBG-DR is disaster-recovery funding administered by the U.S. Department of Housing and Urban Development (HUD). After a major disaster, Congress appropriates special CDBG-DR funds, and HUD allocates them to state and local grantees to address serious, unmet recovery needs — housing, infrastructure, and economic revitalization — that other sources (like FEMA and insurance) don't cover.

How the money flows

• Congress appropriates CDBG-DR funds after a qualifying disaster.
• HUD allocates the funds to grantees (states, and sometimes cities or counties) and publishes the rules.
• Grantees write an Action Plan describing how they'll spend the money, which HUD must approve.
• Grantees stand up programs — and procure the consultants, program managers, and services firms who run them.

That last step is where the solicitations come from. A single state's recovery can generate program-management, housing, infrastructure, financial-monitoring, and compliance procurements — each a competitive RFP.

Why it's demanding to bid

CDBG-DR sits on top of HUD's cross-cutting federal requirements — environmental review, labor standards, procurement rules, fair housing, and rigorous documentation and closeout. A responsive proposal has to show you understand not just the work, but the compliance regime around it. That's a lot of narrative, and a lot of mandatory detail, usually on a tight clock.
