Disaster-recovery RFP compliance checklist

In government evaluation, a bid is scored against a compliance matrix — miss a mandatory item and it's thrown out before the technical merits are read. Here are the twelve that most often do it.

  1. Mandatory forms and certifications — every required return form, signed and complete.
  2. Proof of authority to transact business in the state, where required.
  3. Bonds — bid, performance, and payment bonds at the stated thresholds (a 110% bond stated once can sink you).
  4. E-Verify and non-collusion affidavits — signed where mandated.
  5. Page limits, font, and format — non-compliant formatting costs points or triggers rejection.
  6. Duplication of Benefits — acknowledge and address the §312 prohibition in CDBG-DR work.
  7. Davis-Bacon prevailing wage — demonstrate compliance on construction scopes.
  8. Environmental review — awareness of NEPA / 24 CFR Part 58 obligations.
  9. 2 CFR 200 procurement compliance — show you'll help the grantee follow the Uniform Guidance.
  10. Section 3, fair housing, and civil rights — the HUD cross-cutting obligations.
  11. Past-performance substantiation — every claim backed by real, documented projects.
  12. Every scored requirement answered — no gap left in the compliance matrix.
